Montenegro invited to be part of NATO–was Germany involved?

NATO (North Atlantic Treaty Organization) has invited Montenegro to join the organization:

NATO invited tiny Montenegro on Wednesday to join the military alliance in its first expansion since 2009, defying Russian warnings that enlargement of the U.S.-led bloc further into the Balkans is “irresponsible” action that undermines trust.
In a scripted session at NATO’s headquarters in Brussels, Montenegro’s Foreign Minister Igor Luksic strode into the imposing conference hall to loud applause from his peers as NATO chief Jens Stoltenberg declared: “This is the beginning of a very beautiful alliance.”
U.S. Secretary of State John Kerry said the decision to invite Montenegro was not directed at Russia. “NATO is not a threat to anyone … it is a defensive alliance, it is simply meant to provide security,” Kerry told a news conference. “It is not focused on Russia or anyone else.” …
Even though Montenegro has now been invited, it could take months for it formally to join. As far as John Kerry’s assertion that this has nothing to do with Russia, that simply is not true. NATO was formed to deal with the old Soviet Union and its allies, and NATO now mainly seems to exist to deal with potential threats from Russia. Inviting Montenegro to join is intended to move one more nation more towards the West and further away from Russia.
Montenegro, itself, is small nation in eastern Europe. From 1918 until it declared its independence on June 3, 2006, it was part of the former Yugoslavia. Back in 1996, Montenegro formed its own economic policy and adopted the German Deutsche Mark as its currency and subsequently adopted the Euro, although not part of the Eurozone currency union.
Could Germany have been involved in getting Montenegro invited?
It would seem so.

Since some time, Southern European member nations have been pushing for broadening the focus of the alliance’s activities beyond the limits of Eastern Europe, to concentrate more on the Arab World, reported Karl-Heinz Kamp, President of the Federal College for Security Studies (BAKS). …
Aggressive to the East
In his summary, Kamp also analyses the most recent aggressive NATO activities in Eastern and Southeastern Europe directed at Russia. “To the surprise of some of the NATO partners, Germany, of all countries, has played a particularly prominent role in building up the defense capabilities in Eastern Europe,” wrote the president of BAKS. In fact, the Bundeswehr has assumed a leading role in the creation of NATO’s “Spearhead” (Very High Readiness Joint Task Force, VJTF). (german-foreign-policy.com reported.[3]) In the case of an intervention, the VJTF would be led by the Multinational Corps Northeast, in Szczecin, Poland, in which the Bundeswehr provides 100 (of the 400) soldiers, as well as the commander, Lt. Gen. Manfred Hofmann. In the context of the VJTF’s creation, NATO has set up so-called NATO Force Integration Units (NFIU) in six Eastern and Southeastern European member countries. NFIUs are small bases, with a permanent presence of around 40 soldiers, which, when necessary, can be used, within the shortest delay, by NATO’s “Spearhead” forces. NFIUs are in Estonia, Latvia, Lithuania; Poland; Rumania, and Bulgaria, others are planned for Hungary and Slovakia. …
NATO’s current policy of expansion is also directed against Russia. At the meeting, according to reports, NATO’s foreign ministers will offer Montenegro membership in the Alliance. In December 2006, only six months after its secession from Serbia, Montenegro joined NATO’s “Partnership for Peace” and soon began efforts to join that war alliance. Its participation with 14 soldiers in the Afghanistan mission is only of symbolic significance. The plan to join NATO is very contested inside the country and is currently provoking protests. The western Alliance, however, is expressing interest. “Montenegro’s contribution to NATO is extremely small,” BAKS President Kamp concedes. But, its accession to NATO would be “a political signal also to Russia” that the Alliance “holds on to its open door policy and does not accept a Russian veto of the principle of a free choice of an alliance.” http://www.german-foreign-policy.com/en/fulltext/58902
At least the Germans will publicly admit that getting Montenegro in NATO is intended to send a message to Russia. Russia is not pleased with this:

NATO invites Montenegro to join as Russia warns of provocation
The invitation to open accession talks, the first since 2009 when Croatia and Albania joined, signals that the alliance is still willing to expand despite concern in Moscow that NATO is creeping into what it deems to be its sphere of influence.
It also sends the message that Russia does not have a veto over NATO expansion as tensions between the bloc and Moscow remain high due to the conflict in eastern Ukraine.
Responding to the decision, Kremlin spokesman Dmitry Peskov said the further expansion of NATO to the east could trigger retaliatory measures from Russia.
“Moscow has always noted that the continuing expansion of NATO […] to the east cannot but lead to reciprocal actions from the east, that is from the Russian side, in the interests of providing security and supporting the parity of our interests,” Peskov told reporters.
Russia has strong tourism and investment ties with Montenegro, which was part of a federation with Serbia, an ally of Moscow. …

Russia intends to take economic steps against Montenegro for doing this, but do NOT look for some soon coming Russian invasion.
While some have improperly concluded that Russia is the prophesied “king of the North” of Daniel 11, that is not the case. Later, however, Russia prophesied to destroy Europe (e.g. Jeremiah 51:11-32)–but this is AFTER the great tribulation. NATO will not exist then.
NATO will exist for some time and could be useful to the Europeans later–beyond the current protection it is now getting from the USA.
Currently Europe relies on the USA, as the real military partner of NATO, to defend it. This is convenient for Europe and has allowed the Europeans to enjoy a standard of living that may not have been otherwise possible. However, Europe is developing its own military technology (see European Technology and the Beast of Revelation) and the time will come when it concludes it not only does not need the USA, but that it wants to take it over.
I suspect that after the Europeans and the USA have some strained relations in the future, the Europeans may call for/agree to a joint military exercise, possibly under the conditions of NATO, in the USA. This would allow the Europeans to bring military aircraft, troops, and other military items to the USA, without the USA getting concerned it would soon be attacked.
The Bible shows that the end-time European power will take advantage of circumstances, trust, and timing (cf. Daniel 8:23-25; 1 Thessalonians 5:3). While various people will claim that the Europeans are the friends and allies of America and Britain, notice the following prophecy:

Who was great among the nations!

Has become a slave!2 She weeps bitterly in the night,
Her tears are on her cheeks;
Among all her lovers
She has none to comfort her.

The USA and Great Britain (including its Anglo-Commonwealth members, like Australia and Canada) were “great among the nations.” And the Bible is clear that betrayal is coming from national FRIENDS! Like many of those in NATO.
While massive war between NATO and Russia is not prophesied, such a war between Europe and the USA is–a war that the USA is prophesied to lose.
Although Montenegro (and most in Germany) likely has no intentions to be involved in a war against the USA (cf. Isaiah 10:7), such a war will come (Isaiah 10:5-11; Daniel 11:39. Adding another nation to NATO will NOT protect the USA nor its Anglo-Saxon descended allies.
