North Korea has so little food that some few have gone to eating children, and sometimes unknowingly, other people:

In 2013 increased sanctions following missile tests drove North Koreans to cannibalism with reports including details of one man who dug up his grandchild’s corpse to eat and another who boiled his child and ate the flesh.Another man was executed after murdering his two children for food. Wikipedia, viewed 01/29/13).Numerous reports from North Korea indicate that starving residents of the isolated regime, where famine is an all-too-regular occurrence, may now be resorting to cannibalism…a man who reportedly killed 11 people and sold their remains as pork was executed by firing squad. These and other disturbing news reports of cannibalism were originally relayed by Asia Press, a Japanese news agency with citizen reporters in North Korea, and published in the Times and other Western news outlets.Starvation has visited North Korea regularly since the 1990s, according to the Global Post. In 2003, following another bad crop, reports of famine and cannibalism began to circulate widely, the British newspaper The Independent revealed.

The North Korean politicians have often been playing a dangerous game with their country and their people and this is not the first report of famines and cannibalism from that nation. Their focus has been so wrong.
This idea that some may eat their own their own children is warned about in the Books of Lamentations and Deuteronomy:
19 “Arise, cry out in the night, At the beginning of the watches; Pour out your heart like water before the face of the Lord. Lift your hands toward Him For the life of your young children, Who faint from hunger at the head of every street.” 20 “See, O Lord, and consider! To whom have You done this? Should the women eat their offspring, The children they have cuddled? (Lamentations 2:19-20)
54 The sensitive and very refined man among you will be hostile toward his brother, toward the wife of his bosom, and toward the rest of his children whom he leaves behind, 55 so that he will not give any of them the flesh of his children whom he will eat, because he has nothing left in the siege and desperate straits in which your enemy shall distress you at all your gates. 56 The tender and delicate woman among you, who would not venture to set the sole of her foot on the ground because of her delicateness and sensitivity, will refuse to the husband of her bosom, and to her son and her daughter, 57 her placenta which comes out from between her feet and her children whom she bears; for she will eat them secretly for lack of everything in the siege and desperate straits in which your enemy shall distress you at all your gates. (Deuteronomy 28:54-57)
As the above passages indicate, they are not intended to be prophesies particularly for the land of Korea–such problems will ultimately strike the Anglo-lands. But those nations still have some time. But their time will run out as the Bible warns that there will be food shortages and serious food inflation:
5 When He opened the third seal, I heard the third living creature say, “Come and see.” So I looked, and behold, a black horse, and he who sat on it had a pair of scales in his hand. 6 And I heard a voice in the midst of the four living creatures saying, “A quart of wheat for a denarius, and three quarts of barley for a denarius; and do not harm the oil and the wine.” (Revelation 6:5-6)
And that time could come within the next decade or so. However, it seems worse than that now in North Korea.
Those in North Korea need prayers, food, and a new government–quickly. Pray for them and for the Kingdom of God to come (Matthew 6:9-11).
