A school next to Temple Mount is bringing the Third Temple one step closer by establishing a school for Jewish priests (kohanim) to learn how to perform the Temple Service. BIN had a ‘special report’ video on this that I watched. The ‘training’ actually is taken place on a rooftop. They have a mock altar, special temple garments, and other items. The video mainly showed steps involved in animal sacrifices with an altar, as opposed to actually being about a ‘3rd temple.’
As far as an actual altar for animal sacrifices, the Sanhedrin officially dedicated one on December 10, 2018. We put together the following video on our Bible News Prophecy YouTube channel related to that:

The Reconstituted Sanhedrin performed a ceremony on December 10, 2018 to dedicate a new altar for the use of daily sacrifices. High Priest Rabbi Baruch Kahane officiated. How does this align with Bible prophecy? Daniel wrote three times that the daily sacrifices must stop, hence they first must resume. The Great Tribulation will begin shortly after these sacrifices stop. In this video Dr. Thiel, who has also been to Israel and spoken with The Temple Institute quotes several scriptures and explains why the actions by the Sanhedrin align with prophecy and the end times.

Things seem to be really accelerating towards the fulfillment of Bible prophecy from the increase of wars, pestilences and false prophets these days. Now we are witnessing events coming together to bring about the fulfillment of prophecy in Revelation chapter 11 regarding the Temple Mount.
A new report indicates that the Temple Institute … announced it is opening a school for training Levitical priests for their eventual service in a new temple.
The institute ran several pilot programs in recent years and now “is embarking on a mission to teach Kohanim all the practical skills required to serve in the Third Holy Temple,” it said in a statement. http://www.charismanews.com/opinion/standing-with-israel/59092-sign-of-the-times-temple-institute-announces-school-to-train-levitical-priests
The Temple Institute wants a ‘third temple’ in Jerusalem and wants to have certain men trained in all aspects of the Levitical priesthood. It would seem that the rooftop school is probably related to the Temple Institute and the Sanhedrin (the special report video from BIN said the rooftop location was unspecified and did not directly state who was specifically associated with the training, other than Levites).
However, it should be clearly stated that a ‘third temple’ (Solomon built the first one, and the second one was destroyed in 70 A.D.) in Jerusalem is NOT required for the fulfillment of biblical prophecies like many Protestants and some COG prophecy watchers think.
Furthermore, it should be pointed out that the Temple Institute realizes that to re-institute animal sacrifices that it does NOT need to have a temple, but basically only an altar–which it already has (and possibly a tent, which they have, or just a small building which they could fairly easily construct). Basically, the only thing that has stopped the resumption of animal sacrifices is NOT the need for a ‘third temple,’ but government restrictions as the government is concerned that Muslim reaction would be to strong at this time (and some may argue the need for a ‘red heifer,’ but the Temple Institute has indicated that it may have that; see The Red Heifer, Jewish Beliefs, and the End of the World; here is a link to a related video The Red Heifer and the End of the World).
Perhaps I should mention that when I visited the Temple Institute in October 2013, one employee I spoke to there essentially admitted that they did not need a temple to sacrifice–and that is consistent with scripture and published statements from the Temple Institute.
Consider that after the first Jerusalem temple was built and left in ruins, the Bible itself specifically shows that sacrifices were made in the time of Ezra BEFORE the second temple was ready:
6 From the first day of the seventh month began they to offer burnt offerings unto the LORD. But the foundation of the temple of the LORD was not yet laid. (Ezra 3:6)
One may argue that since it takes the participation of Jewish religious leaders in order for Jewish animal sacrifices to be resumed, that the above scripture is a moot point.
And it might be if there were no Jewish religious leaders that thought that they could not sacrifice without a temple. But they will.
In addition to the Temple Institute’s willingness, I requested formal clarification of the position of Jewish leaders through the ‘reconstituted Sanhedrin.’ The response received was:

He who slaughters a Sacrifice in this period [when we have no Temple], and offered the sacrifice outside the Azara [the alloted area of the Temple] – is culpable, because the offering must be performed in the Azara, SINCE IT IS PERMITTED TO PERFORM SACRIFICES despite having no Temple, since the sanctity of the Temple is eternal.
Paragraph 18:
He who slaughters the sacrifice of a gentile outside the Azara is culpable, as is one who performs the offering. NON JEWS are permitted to offer burnt-offerings anywhere, on an alkter which they built. Jews may not help them in the performance of this sacrifice, since Jews may not offer sacrifices outside the Azara. But we may instruct them and teach them how to perform sacrificesto the ASlmighty God, Blessed be He.
Additionally, it is worth noting that on 5766, Rabbi Benyamin Fuss published a 445 page book on Sacrifices of non-jews, of which the text proper is of 372 pages [the rest are indices, etc.] called Torat Habamah: Regarding sacrifices on an Altar outside the Temple. (Email from the Sanhedrin webmaster Abrahamson to Bob Thiel September 17, 2008).
Rabbi Yeshayahu Hollander was the English language spokesman for the nascent Sanhedrin.
The webmaster of the Sanhedrin added the following in a subsequent email:
This quote comes from Maimonides’ (Rambam) work the Mishneh Torah.
The nascent Sanhedrin sees itself as the continuation of rabbinic jurisprudence, and must take into account all halachic works written to date, and proceed from there. (Email from the Sanhedrin webmaster Abrahamson to Bob Thiel September 17, 2008).
Thus, it appears to be a longstanding position of some Jewish scholars that Jewish sacrifices can be started on an altar and, as long as it is in the area of the old temple, that a physical temple is not first required.
This is consistent with Ezra’s previously quoted practice.
The coming resumption of animal sacrifices is something that the Temple Institute may well be involved in–and as I indicated, they mainly only need permission from Israeli authorities to do so. One person there reported to one of our sons in September 2013 that this could be done within hours of getting permission. The Temple Institute already considers that it is ready, once the government gives it approval.
And getting that permission is not impossible.
Though it may well take a war, peace deal, and/or political gridlock for that to happen. It does NOT require a massive ‘third temple’ for these sacrifices to be resumed.
But the resumption of animal sacrifices will come to pass.
Notice some supportive scriptural prophecies:
27 And he shall confirm the covenant with many for one week: and in the midst of the week he shall cause the sacrifice and the oblation to cease, and for the overspreading of abominations he shall make it desolate, even until the consummation, and that determined shall be poured upon the desolate. (Daniel 9:27)
31 And arms shall stand on his part, and they shall pollute the sanctuary of strength, and shall take away the daily sacrifice, and they shall place the abomination that maketh desolate. (Daniel 11:31)
11 And from the time that the daily sacrifice is taken away, and the abomination of desolation is set up, there shall be one thousand two hundred and ninety days. (Daniel 12:11)
For those sacrifices to be stopped, they must be started. And yes, some members of a ‘trained Levitical priesthood’ would be expected to be involved. Although there are already some of them with training to do this now, perhaps more training could be considered as helpful.
When will the sacrifices be resumed?
They will be started PRIOR to the start of the Great Tribulation as they are stopped just prior to the Great Tribulation–which in the sequence in Daniel 11, starts in verse 39 (see also When Will the Great Tribulation Begin?), which is, of course, after the sacrifices are stopped in Daniel 11:31.
We are getting closer to the time of starting the animal sacrifices.
