The ceasefire deal, basically is to result in Kiev funding services for the east again, with the east beginning more officially independent of Kiev.  Here is a summary of the Ceasefire that Voice of America reported:

• February 15: Ceasefire begins
• February 17: Heavy weapons to be pulled out, completed in two weeks
• All prisoners to be released
• Withdrawal of all foreign armed formations, weapons and mercenaries from Ukrainian territory. Disarmament of all illegal groups
• Ukraine to lift restrictions, allow resumption of normal life in rebel areas
• Constitutional reform to enable decentralization for rebel regions by end of 2015
• Ukraine control of border with Russia to be completed by end of 2015

Weapons cross border

Even as the cease-fire was unveiled Thursday, Ukrainian military officials said more tanks and heavy weapons had crossed into Ukrainian territory from Russia overnight.

“Around 50 tanks, 40 multiple-rocket launch systems and a similar number of armored vehicles crossed the Ukrainian-Russian border at Izvarin,” said Kyiv military spokesman Andriy Lysenko.

Russia has denied sending troops or weapons across the border to aid in the fighting between pro-Russian separatists and Ukrainian forces that has killed at least 5,400 people and wounded thousands more.

Ukrainian President Petro Poroshenko, who said there was a “great deal of tension” in the talks, denied any agreement was reached on autonomy for the Russian-speaking eastern region.

“The main thing which has been achieved is that from Saturday into Sunday there should be declared, without any conditions at all, a general cease-fire,” Poroshenko said.

U.S. President Barack Obama has said he will await the outcome of the summit before deciding whether to supply Ukraine with weapons to end the uprising.

The ceasefire deal in September 2014 did not last.  In this February 2015 deal, it would seem that if the Kiev government disappoints those in eastern Ukraine, then the separatists will decide that they will not need to abide by the ceasefire.

Russian leaders want Ukraine to be part of their Eurasian Union and absolutely do not want it part of the European Union, whereas the European leaders have the opposite view.  Both sides, likely would accept a separation of the east, though neither side seems to be publicly admitting that.  The east wants to be separate, and while Kiev is truly opposed to that, Kiev cannot fight the east and Russia should Russia decide to launch a covert war for the east.

But irrespective of what the ceasefire will do this year, the biblical reality is that a time of temporal peace will exist between the Eurasians and Europeans.  However, the Eurasians will decide that they need to rise up (Daniel 11:44), this will concern the Europeans (Jeremiah 51:11, 28-29), but result in the Eurasians overrunning Europe (see Russia and Ukraine: Origins and Prophesied Future), and other regions (like Jordan, see Jordan in Bible Prophecy).
