Authorities are not seeing spikes in coronavirus cases in places that are reopening but are seeing increases in some areas that remain closed, U.S. health secretary Alex Azar said on Sunday.
“We are seeing that in places that are opening, we’re not seeing this spike in cases,” Azar said on CNN’s “State of the Union” program. “We still see spikes in some areas that are in fact close to very localized situations.”
Azar put the onus on reopening struggles on local governments.
“These are very localized determinations. There should not be a one size fits all to reopening but reopen we must because it’s not health versus the economy. Over in Europe, some are realizing that their economies can’t really wait for a potential COVID-19 vaccine. The Associated Press reported the following:

SOAVE, Italy (AP) — In separate, stark warnings, two major European leaders have bluntly told their citizens that the world needs to adapt to living with the coronavirus and cannot wait to be saved by the development of a vaccine.
The comments by Italian Prime Minister Giuseppe Conte and British Prime Minister Boris Johnson came as nations around the world and U.S. states are both struggling with restarting economies blindsided by the pandemic. With 36 million newly unemployed in the U.S. alone, economic pressures are building even as authorities acknowledge that reopening risks off new waves of infections and deaths.
Pushed hard by Italy’s regional leaders and weeks in advance of an earlier timetable, Conte is allowing restaurants, bars and beach facilities to open Monday, the same day that church services can resume and shops reopen.
”We are facing a calculated risk, in the awareness … that the epidemiological curve could go back up,” Conte said late Saturday. “We are confronting this risk, and we need to accept it, otherwise we would never be able to relaunch.”
Conte added that Italy could “not afford” to wait until a vaccine was developed. Health experts say the world could be months, if not years, away from having a vaccine available to everyone despite the scientific gold rush now on to create such a vaccine.
“We would find ourselves with our social and productive fabric heavily damaged,” Conte said.
Italy’s economy is forecast to contract 9% this year due to the coronavirus amid a long, strict lockdown.
For his part, British Prime Minister Boris Johnson, who was hospitalized last month with a serious bout of COVID-19, speculated Sunday that a vaccine may not be developed at all, despite the huge global effort to produce one.
“I said we would throw everything we could at finding a vaccine,” Johnson wrote in the Mail on Sunday newspaper. “There remains a very long way to go, and I must be frank that a vaccine might not come to fruition.” https://apnews.com/77811f188de90cc53306d929b365d2d2
Yes, the economic damage caused by totalitarian shutdowns and restrictions is deeply harming the economies of many nations, not just in Europe, but around the world.
As far as vaccines go, it should be remembered that the human immunodeficiency viruses (HIV, which causes AIDS), is also a type of coronavirus. Billions of dollars and decades of research have not yet resulted in a truly effective vaccine to prevent it. Avoiding contaminated needles and obeying God’s laws on sexuality prevent it. But, that is not what many want to hear.
Anyway, as far as vaccines go, they are intended to assist what is called the adaptive immune system. But, for a disease like cold viruses, where having had one does not prevent getting ill from another one, vaccines have also not been effective. Also, because it is reported that it does not appear that getting and then getting over COVID-19 always grants one future immunity, a vaccine may not be very effective. Plus, RNA replicating viruses can mutate and be otherwise difficult to deal with using vaccines. But many officials have placed their public hopes on a vaccine to deal with COVID-19.
Sadly, public health officials, most of which have no serious experience with nutritionally supporting human immune response, overlook what can be done to improve a person’s innate immune system. That would include, for example, encouraging the consumption of fruits and vegetables high in vitamin C, brazil nuts for selenium, seeds & meats high in zinc, and getting sufficient sunlight for vitamin D. They are even less inclined to recommend supplements which contain 100% food sources of those nutrients.
Anyway, what some government leaders are realizing is that by not reopening until there is a reliable vaccine or some other pharmaceutical drug, the economies they live off of may become nearly irreparably damaged.
But they are still not sure how to open to minimize deaths from COVID-19.
And, in Europe, not every one agrees.
Some countries, like Italy and Greece, want things like travel opened now. Countries like Germany are not so sure about travel.

Yes, Europe has a problem with unity as the nations do not naturally adhere to each other. They have different interests, different cultures, and different languages.
This has been a problem with the coronavirus. So much so, that some have been concerned that ‘national interests’ have been placed above European solidarity.
Luxembourg Cardinal Jean-Claude Hollerich voiced concerns that COVID-19 could lead to the end of the European Union. He said changes in the EU were needed. We put together the following video related to that:

Following statements from various political leaders, Luxembourg Cardinal Jean-Claude Hollerich voiced concerns that COVID-19 could lead to the end of the European Union as nationalism is pushing out European solidarity. Could the EU break apart? Could the Euro collapse? Does the Bible tell of unity problems for Europe in Daniel 2? Does the Bible teach that Europe will reorganize and give its power to a totalitarian dictator called the Beast from the sea? How will the prophesied European unity come about? Ideals like siding with the World Health Organization against the US on the coronavirus? Siding with the Vatican on climate change against the US? Ideals of European superiority?
Despite unity issues, a European confederation will be around for a time, eventually be destroyed by God, and that is a certain prophecy.
But, does that mean that the ‘European Union’ will survive as it is until God destroys it?
No.
Cardinal Hollerich is essentially calling for a reorganization of Europe. Economic and other fallout from COVID-19 may well contribute to this happening.
The New Testament shows that Europe will reorganize (see also Must the Ten Kings of Revelation 17:12 Rule over Ten Currently Existing Nations?), rise up, and ultimately be destroyed itself:
12 “The ten horns which you saw are ten kings who have received no kingdom as yet, but they receive authority for one hour as kings with the beast. 13 These are of one mind, and they will give their power and authority to the beast. 14 These will make war with the Lamb, and the Lamb will overcome them, for He is Lord of lords and King of kings; and those who are with Him are called, chosen, and faithful.” (Revelation 17:12-14, NKJV throughout unless otherwise noted)
This reorganization will change Europe!
The EU will NOT function as it has.
Fourth Horseman of the Apocalypse will set the stage for totalitarian control by the coming European Beast (watch also the sermon Fourth Horseman, COVID, and the Rise of the Beast of Revelation). COVID-19 is helping show all that Europe will have to reorganize and that totalitarian measures by governments will be tolerated!
The late WCG Pastor General Herbert W. Armstrong mentioned a few things that would unite Europe:
And I can see now, the event that is going to trigger the formation of the reunification in Europe; the resurrection of the medieval Holy Roman Empire that we’ve been looking forward to that is prophesied to come…
But I believe that some event is going to happen suddenly just like out a blue sky that is going to shock the whole world and is going to cause the nations in Europe to realize they must unite! … Well now I think I can see what may be the very event that is going to trigger … that is the economic situation in the world (Armstrong HW. HOW, THEN, CAN THEY AGREE TOGETHER AND UNITE? For years The PLAIN TRUTH has said these nations are going to have to realize their inability to unite themselves politically-to choose a common political-military Leader that all can trust. They are going to finally face the fact they must look to a Supreme Authority they can all trust! That Supreme Authority cannot be a politician, or a general (De Gaulle is both). Yes, economic problems, religion, and fear will be factors in the coming unification and reorganization of Europe under the prophesied Beast.
Europe will, one day, no longer have the pretense of a democracy but will become a fierce dictatorship (cf. Deuteronomy 28:49-50; Revelation 13; Daniel 7:25).
But how since it is so dis-unified?
Jean-Claude Hollerich, who was made a cardinal by Pope Francis last year, mentioned that “ideals” were needed.
By this, he means Catholic ideals.
Herbert W. Armstrong felt that while Europe needed a political-military leader, some type of religious leader was needed to unify Europeans.
The Bible shows that a false prophet will arise (Revelation 16:13). He will support the European Beast and is called the beast coming up from the earth:
11 Then I saw another beast coming up out of the earth, and he had two horns like a lamb and spoke like a dragon. 12 And he exercises all the authority of the first beast in his presence, and causes the earth and those who dwell in it to worship the first beast, whose deadly wound was healed. 13 He performs great signs, so that he even makes fire come down from heaven on the earth in the sight of men. 14 And he deceives those who dwell on the earth by those signs which he was granted to do in the sight of the beast, telling those who dwell on the earth to make an image to the beast who was wounded by the sword and lived. (Revelation 13:11-15)
This religious leader will be a type of anti-pope (see also Catholic Prophecies: Do They Mirror, Highlight, or Contradict Biblical Prophecies?) and will one day support the destruction of the Church of Rome (cf. Revelation 17:15-18).
Cardinal Hollerich also said something else about Europe as Crux reported:

Notice the following biblical prophecy from the New Jerusalem Bible, a Roman Catholic translation:
1 Then I saw a beast emerge from the sea: it had seven heads and ten horns, with a coronet on each of its ten horns, and its heads were marked with blasphemous titles.
2 I saw that the beast was like a leopard, with paws like a bear and a mouth like a lion; the dragon had handed over to it his own power and his throne and his immense authority.
3 I saw that one of its heads seemed to have had a fatal wound but that this deadly injury had healed and the whole world had marvelled and followed the beast. (Revelation 13:1-3)
The “sea” is the Mediterranean Sea (Numbers 34:6-7; Joshua 1:4; 9:1; 23:4; Ezekiel 47:13-16; Daniel 7:2-8)–hence this is a European leader.
Cardinal Hollerich warned of a fatal wound.
Well, the world has long felt that Europe has been fatally wounded–but the Bible says it will rise up, the world will marvel, and follow the totalitarian European Beast!
Some might even consider the economic and other impacts of the coronavirus the “fatal wound”–a wound Italy and others are hoping to recover from.
Europe will reorganize–with or without a vaccine.
Yet, the Bible shows that what it will ends up with will be disastrous from many nations (Daniel 11:39-43) as well as itself (Daniel 2:44, 11:44-45).
