Putin’s war in Ukraine has prompted a rethinking of regional defense needs not just by Washington but also some European allies, including Germany, which last month broke with a longstanding policy of not exporting weapons to conflict zones by sending anti-tank and anti-aircraft weapons to Ukraine. Germany also committed to a much bigger defense budget.

A Brutal Wake-Up Call to Finally Open the EU’s Toolkit

Until February 24, 2022, the EU has been criticized for giving preference to instruments instead of strategy, and for not using its complete toolkit for geopolitical leverage. The war in Ukraine is a brutal wake-up call for the EU. The union’s history as a peace project must not prevent it from acting strategically—and hence a geopolitical awakening was triggered. Within a few days, Brussels delivered: the EU has adopted five packages of increasingly fierce sanctions within a week, with repercussions that will most likely be felt in the member states, and contributed to a meltdown of the Russian economy. …

With the return of power politics, Europeans now face a new geopolitical long game—as well as the challenge to make its recent efforts sustainable. The increase in defense spending by EU member states is an important starting point, but these efforts must be translated into coordination at the EU level. Accordingly, the member states should make use of the European Defense Fund and the Permanent Structured Cooperation to ensure use of the increased defense budgets in a coordinated manner. …

Yet, becoming a geopolitical actor requires the EU to make use of these efforts and overcome its institutional paralysis. Instead of using a lowest common denominator approach for all 27 member states, those states that are willing and able should be able to lead in defense; once again, the structures are already in place—the EU just needs to make use of them. …

For the EU’s defense efforts to be sustainable, sustained political will is needed, and that is not a given. Undoubtedly many lines have moved in European capitals. Once criticized for its bilateral dialogue with Russia, Paris has now adopted a much more realistic approach and has enhanced consultation with Eastern European partners. Yes, a historic shift is occurring in Europe.

Europeans are scared. Yes, this has been a ‘”Brutal Wake-Up Call” for the Europeans.

While Europe set up its Permanent Structured Cooperation (PESCO) during the Trump Administration, it is getting more serious about it now (see also War, Food Prices, and Taking Away the Peace in Ukraine and Europe

The Bible tells of the rise of a power in Europe that does not stick together well:

41 Whereas you saw the feet and toes, partly of potter’s clay and partly of iron, the kingdom shall be divided; yet the strength of the iron shall be in it, just as you saw the iron mixed with ceramic clay. 42 And as the toes of the feet were partly of iron and partly of clay, so the kingdom shall be partly strong and partly fragile. 43 As you saw iron mixed with ceramic clay, they will mingle with the seed of men; but they will not adhere to one another, just as iron does not mix with clay. (Daniel 2:41-43)

Notice also the following:

Jiri Sedivy, the chief executive of the European Defense Agency (EDA), who tells Kathimerini in an interview … that defense spending has already increased in Europe in the past six years and expects it to rise even further, “as an immediate consequence of the tragic war in Ukraine.” Sedivy urges European nations to “bundle” their resources and capabilities for joint investments, economies of scale and for increasing effectiveness, “now as war has returned to Europe.”

The coordinator of the common European defense project highlights the active role played by Greece in the EDA, but refrained from commenting on relations between Europe and Turkey. It is worth noting that the United States is seeking an administrative arrangement with the EDA and that talks are under way.

At what stage is the project of a common European defense? What is the ultimate goal and what would be a realistic timetable to see some tangible results? How would you describe a picture from the future?

My short answer is this: EU member-states made substantive progress over recent years to move towards a more cooperative, unified, stronger and efficient European defense, but we are not there yet. Indeed, a lot remains to be done. But the ultimate goal is clear: to make of Europe a continent that is capable of protecting itself and defending its values and citizens. To achieve that, European countries need to bundle their skills, their resources and their defense capabilities. They need to work together, because none of them is strong enough to achieve that on its own. So, Europe’s future lies in the cooperation between its member-states, also in the security and defense domain. Defense cooperation makes sense: budgetary sense (developing, buying and using defense equipment together is less costly than if every country does it on its own), political sense (pulling on the same string increases Europe’s weight on the international scene) and – most importantly – operational sense, because cooperation enhances the interoperability and effectiveness of the defense capabilities used by our armed forces. That’s also why the European Defense Agency was created in 2004: to initiate, promote and support defense cooperation among its 26 member-states, especially in the field of collaborative defense capability development and defense research. … By the way, the EU’s Permanent Structured Cooperation on defense launched in 2017, or PESCO as we call it, entails the obligation for its 25 participating member-states to spend more and better on defense by systematically looking for cooperation wherever possible. And believe me, there are many cooperation opportunities available, as the EU’s Coordinated Annual Review on Defense (CARD) revealed in its first report in November 2020. Although Europe does not yet stick well together, fit is now taking more steps.

The late Herbert W. Armstrong wrote:

What Russia is doing will be the spark to bring the heads of nations in Europe together with the Vatican to form a “United Nations of Europe.” The politicians cannot do this by themselves. Only with the collaboration of the Pope can they do it.

Russia will move slowly—but will keep moving! Other nations and events will move FASTER! (Armstrong HW. Co-worker Letter, January 23, 1980)

Fear is a powerful motivator–and it will be a factor in a future reorganization that will come to Europe:

12 The ten horns which you saw are ten kings who have received no kingdom as yet, but they receive authority for one hour as kings with the beast. 13 These are of one mind, and they will give their power and authority to the beast. (Revelation 17:12-13)

The Bible, Revelation 13, tells of the Beast power having seven heads and ten horns:

1 Then I stood on the sand of the sea. And I saw a beast rising up out of the sea, having seven heads and ten horns, and on his horns ten crowns, and on his heads a blasphemous name. 2 Now the beast which I saw was like a leopard, his feet were like the feet of a bear, and his mouth like the mouth of a lion. The dragon gave him his power, his throne, and great authority. (Revelation 13:1-2)

The sea that this is referring to is the Mediterranean sea as passages in the Old Testament demonstrate (Daniel 7:2-3; Numbers 34:6-7; Joshua 1:4; 9:1; 23:4; Ezekiel 47:13-16; watch also Can You Prove that the Beast to Come is European?).

The Beast power to come will be European.

While we are NOT to the point of the prophesied European reorganization yet, notice something else from Revelation 13:

3 And I saw one of his heads as if it had been mortally wounded, and his deadly wound was healed. And all the world marveled and followed the beast. 4 So they worshiped the dragon who gave authority to the beast; and they worshiped the beast, saying, “Who is like the beast? Who is able to make war with him?” (Revelation 13:3-4)

So, we see that a power presumed dead, Europe, will rise up and be so successful militarily that the world will marvel.

But to do this, Europe needs military power and it is now making the change to build up a more powerful military that will be successful.

How militarily successful?

Well, this same Beast leader is called the King of the North in the 11th chapter of the Book of Daniel.

Notice what verses 39-41 show:

39 Thus he shall act against the strongest fortresses with a foreign god, which he shall acknowledge, and advance its glory; and he shall cause them to rule over many, and divide the land for gain.

40 “At the time of the end the king of the South shall attack him; and the king of the North shall come against him like a whirlwind, with chariots, horsemen, and with many ships; and he shall enter the countries, overwhelm them, and pass through. (Daniel 11:39-41)

The power with the strongest fortresses in the 21st century is the USA, along with its British-descended allies. The King of the South is a power that will arise in the Middle East and North Africa.

To defeat them the King of the North will have “many ships” (Daniel 11:40) and a “great army” (Daniel 11:25).

But currently Europe is not capable of this.

Yet, Europe has changed.

Europe is now motivated to accelerate its moves towards political, economic, and military unity.

Yes, these are historic shifts. And they are shifts of biblical significance.
