The UK now has a new Prime Minister, who also appointed a new Foreign Minister:

The UK’s new prime minister Theresa May has vowed to lead a “one nation” government that works for all not just the “privileged few”.

Speaking outside 10 Downing Street after being appointed by the Queen, she said it would be her mission to “build a better Britain”.

She promised to give people who were “just managing” and “working around the clock” more control over their lives.

New Prime Minister Theresa May has made Boris Johnson, the former London mayor who led the Brexit campaign, foreign secretary in her new government.

He replaces Philip Hammond, who becomes chancellor. Ex-Energy Secretary Amber Rudd is home secretary and Eurosceptic David Davis is the Brexit minister.

No 10 said ex-Chancellor George Osborne had resigned from the government.

A couple of weeks ago, many thought that Boris Johnson, who campaigned to get the UK to vote to leave the European Union (the Brexit), was considered to be a likely choice for Prime Minister. But he pulled himself out of the campaign to be Prime Minister. So now he is Foreign Minister, which is essentially the equivalent of the what in the USA is called the Secretary of State.

During the 2016 Conservative Party leadership election, triggered by the resignation of David Cameron after the EU Brexit Referendum, Davis initially supported Boris Johnson. But after Johnson withdrew from the race, he transferred his support to Theresa May.

It seems logical, to me at least, that the Brexit Minister be someone who supported the idea of the UK leaving the European Union. It probably also makes political sense for Theresa May to do this for one other reason–problems that will arise that some feel are related to the Brexit can be blamed on a Brexit supporting Minister.

The UK apparently is about to get its second female prime minister brings the following scripture to mind:

12 As for My people, children are their oppressors, And women rule over them. O My people! Those who lead you cause you to err, And destroy the way of your paths.

The position of Theresa May that Brexit means Brexit seems to signal that she will respect the decision of the majority of voters of the June 23, 2016 referendum.

Thus, she or someone in her government will trigger article 50 related to leaving the European Union. She earlier indicated that this should be done in late 2016, though European leaders seem to be pressing for a sooner date. She and others in the UK seem to want to delay the triggering to give them more time to plan the departure as well as more time to transition out of the EU.

Here are articles 49 and 50 from the Treaty of Lisbon:

49 Any European State which respects the values referred to in Article 2 and is committed to promoting them may apply to become a member of the Union. The European Parliament and national Parliaments shall be notified of this application. The applicant State shall address its application to the Council, which shall act unanimously after consulting the Commission and after receiving the assent of the European Parliament, which shall act by an absolute majority of its component members. The conditions of admission and the adjustments to the Treaties on which the Union is founded, which such admission entails, shall be the subject of an agreement between the Member States and the applicant State. This agreement shall be submitted for ratification by all the contracting States in accordance with their respective constitutional requirements. 50 1. Any Member State may decide to withdraw from the Union in accordance with its own constitutional requirements.

2. A Member State which decides to withdraw shall notify the European Council of its intention. In the light of the guidelines provided by the European Council, the Union shall negotiate and conclude an agreement with that State, setting out the arrangements for its withdrawal, taking account of the framework for its future relationship with the Union. That agreement shall be negotiated in accordance with Article 218(3) of the Treaty on the Functioning of the European Union. It shall be concluded on behalf of the Union by the Council, acting by a qualified majority, after obtaining the consent of the European Parliament.

3. The Treaties shall cease to apply to the State in question from the date of entry into force of the withdrawal agreement or, failing that, two years after the notification referred to in paragraph 2, unless the European Council, in agreement with the Member State concerned, unanimously decides to extend this period.

4. For the purposes of paragraphs 2 and 3, the member of the European Council or of the Council representing the withdrawing Member State shall not participate in the discussions of the European Council or Council or in decisions concerning it.

A qualified majority shall be defined in accordance with Article 238(3)(b) of the Treaty on the Functioning of the European Union.

It is provision 3 of article 50 that specifies that the transition from the time of departure from notification is two years. That is actually not a lot of time considering the complicated nature of the EU and trade agreements.

It is very likely that the Brexit will move the UK closer to the USA on more trade matters, as well as one-day come back to haunt the UK as the EU leadership is not at all pleased that the UK will be leaving the EU.
