US, Britain, EU agree on first international treaty on Artificial Intelligence

The European Union, United Kingdom, and United States agree on regulations related to Artificial Intelligence:

The first legally binding international AI treaty will be open for signing on Thursday by the countries that negotiated it, including European Union members, the United States and Britain, the Council of Europe human rights organization said.

The AI Convention, which has been in the works for years and was adopted in May after discussions between 57 countries, addresses the risks AI may pose, while promoting responsible innovation.

“This Convention is a major step to ensuring that these new technologies can be harnessed without eroding our oldest values, like human rights and the rule of law,” Britain’s justice minister, Shabana Mahmood, said in a statement.

The AI Convention mainly focuses on the protection of human rights of people affected by AI systems and is separate from the EU AI Act, which entered into force last month.

The EU’s AI Act entails comprehensive regulations on the development, deployment, and use of AI systems within the EU internal market.

The Council of Europe, founded in 1949, is an international organization distinct from the EU with a mandate to safeguard human rights; 47 countries are members, including all the 27 EU member states.

An ad hoc committee in 2019 started examining the feasibility of an AI framework convention and a Committee on Artificial Intelligence was formed in 2022 which drafted and negotiated the text.

The signatories can choose to adopt or maintain legislative, administrative or other measures to give effect to the provisions.

Francesca Fanucci, a legal expert at ECNL (European Center for Not-for-Profit Law Stichting) who contributed to the treaty’s drafting process alongside other civil society groups, told Reuters the agreement had been “watered down” into a broad set of principles.

“The formulation of principles and obligations in this convention is so overbroad and fraught with caveats that it raises serious questions about their legal certainty and effective enforceability,” she said.

Notice that this is basically a European project and that nations can violate it as they see fit by pointing to national security purposes–basically meaning governments can spy on everything they think they can with AI. Hence, the agreement does not provide true lasting protection.

Dismantling human rights in Germany

The commencement of deportations to Afghanistan, and probably soon to Syria, takes place in the context of a wider denial of basic human rights by the German government. Berlin’s policy of sealing off the European Union’s external borders has, for some years, included pushbacks against refugees, agreed with third countries, that violate international law. This stance has repeatedly resulted in death, such as through the deliberate abandonment of people in the desert (german-foreign-policy.com will report shortly). The brutalisation of methods to stop refugees from interring Europe is accompanied by a progressive dismantling of human and civil rights at home. Amnesty International has, for example, recently highlighted the treatment of peaceful demonstrators in Germany. They are regularly “stigmatised, criminalised and attacked”. The organisation records numerous cases of serious police violence against peaceful protestors. With AI, someone can be called a terrorist, foreign agent, etc. based on very little. Expect, even with European standards, human rights will be violated.

Europe Reaches Deal on World’s First Comprehensive AI Rules

European Union negotiators clinched a deal Friday on the world’s first comprehensive artificial intelligence rules, paving the way for legal oversight of technology used in popular generative AI services such as ChatGPT that have promised to transform everyday life and spurred warnings of existential dangers to humanity.

Negotiators from the European Parliament and the bloc’s 27 member countries overcame big differences on controversial points, including generative AI and police use of facial recognition surveillance, to sign a tentative political agreement for the Artificial Intelligence Act.

“Deal!” tweeted European Commissioner Thierry Breton, just before midnight. “The EU becomes the very first continent to set clear rules for the use of AI.”

The result came after marathon closed-door talks this week, with the initial session lasting 22 hours before a second round kicked off Friday morning.

Officials were under the gun to secure a political victory for the flagship legislation but were expected to leave the door open to further talks to work out the fine print, likely to bring more backroom lobbying.

The EU took an early lead in the global race to draw up AI guardrails when it unveiled the first draft of its rulebook in 2021. The recent boom in generative AI, however, sent European officials scrambling to update a proposal poised to serve as a blueprint for the world.

The European Parliament will still need to vote on it early next year, but with the deal done, that’s a formality, Brando Benifei, an Italian lawmaker co-leading the body’s negotiating efforts, told The Associated Press late Friday.

“It’s very, very good,” he said by text message after being asked if it included everything he wanted. “Obviously we had to accept some compromises but overall very good.”

The eventual law wouldn’t fully take effect until 2025 at the earliest and threatens stiff financial penalties for violations of up to $38 million (35 million euros) or 7% of a company’s global turnover.

Generative AI systems like OpenAI’s ChatGPT have exploded into the world’s consciousness, dazzling users with the ability to produce humanlike text, photos and songs but raising fears about the risks the rapidly developing technology poses to jobs, privacy and copyright protection, and even human life itself.

Now, the U.S., U.K., China and global coalitions like the Group of Seven major democracies have jumped in with their own proposals to regulate AI, though they’re still catching up to Europe.

‘A powerful example’

Strong and comprehensive regulation from the EU “can set a powerful example for many governments considering regulation,” said Anu Bradford, a Columbia Law School professor who’s an expert on EU and digital regulation. Other countries “may not copy every provision but will likely emulate many aspects of it.”

AI companies that will have to obey the EU’s rules will also likely extend some of those obligations to markets outside the continent, she said. “After all, it is not efficient to retrain separate models for different markets,” she said.

What became the thorniest topic was AI-powered facial recognition surveillance systems, and negotiators found a compromise after intensive bargaining.

European lawmakers wanted a full ban on public use of facial scanning and other “remote biometric identification” systems because of privacy concerns, while governments of member countries wanted exemptions so law enforcement could use them to tackle serious crimes like child sexual exploitation or terrorist attacks.

Civil society groups were more skeptical.

“Whatever the victories may have been in these final negotiations, the fact remains that huge flaws will remain in this final text,” said Daniel Leufer, a senior policy analyst at the digital rights group Access Now. The above sounds like another prelude to 666.

Europe wants to control AI, and to a degree it will.

However, do not believe that human rights will be properly protected, no matter what these rules purport to indicate.

The Bible shows that more improper censorship is coming:

11 “Behold, the days are coming,” says the Lord God,
“That I will send a famine on the land,
Not a famine of bread,
Nor a thirst for water,
But of hearing the words of the Lord.
12 They shall wander from sea to sea,
And from north to east;
They shall run to and fro, seeking the word of the Lord,
But shall not find it.  (Amos 8:11-12)

Artificial Intelligence will be involved in pulling proper religious content off the internet.

AI will also be used to persuade and deceive people (e.g., watch also Artificial Intelligence Superhuman Persuasion?).

We also know that financial controls are coming to Europe. The Apostle John was told by Jesus to write the following:

15 He was granted power to give breath to the image of the beast, that the image of the beast should both speak and cause as many as would not worship the image of the beast to be killed. 16 He causes all, both small and great, rich and poor, free and slave, to receive a mark on their right hand or on their foreheads, 17 and that no one may buy or sell except one who has the mark or the name of the beast, or the number of his name.

18 Here is wisdom. Let him who has understanding calculate the number of the beast, for it is the number of a man: His number is 666. (Revelation 13:15-18)

666 is the final revival of the Roman Empire. Hence, 666 is a European power. When Jesus had the Apostle John pen this 1900+ years ago, there was no way to monitor most buying and selling. With computer software, including AI, much is already being done, and more will be done. A totalitarian system is being put in place. Europe wants to lead it.

As far as 666 pointing to the Roman Empire, the first writing that has been found that suggests that a Roman or Roman Empire is 666 was by Irenaeus, who claimed to have listened to Polycarp when he (Irenaeus) was a young man. Irenaeus wrote:

Then also Lateinos (LATEINOS) has the number six hundred and sixty-six; and it is a very probable [solution], this being the name of the last kingdom [of the four seen by Daniel]. For the Latins are they who at present bear rule: (Irenaeus. Adversus haereses, Book V, Chapter 30, Verse 3. Excerpted from Ante-Nicene Fathers, Volume 1. Edited by Alexander Roberts & James Donaldson. American Edition, 1885).

The New Testament was written in Greek, and John penned the Book of Revelation on the Greek-speaking island of Patmos (Revelation 1:9). They still speak Greek there. Anyway, adding up the values of the Greek letters for the word Lateinos brings you to 666:

This is consistent with what the old Worldwide Church of God taught:

In the 2nd century A.D., Irenaeus, disciple of Polycarp, the Apostle John’s disciple, explained that in Greek the word Lateinos — meaning “Latin man” or Roman — adds up to 666. (L = 30; A = 1; T = 300; E = 5; I = 10; N = 50; 0 = 70; S = 200) This, he stated, was the, intent of the scripture.

The number 666 is thus anciently branded on the old Roman Empire and its revivals. (Stump KW. Just What Do You Mean… ANTICHRIST? Plain Truth, September 1981)

Specifically 666 is the number of the first beast in Revelation 13, as distinguished from the Antichrist who is the second, the two-horned beast in the same chapter. And as Revelation 13 shows, the two-horned beast works with and promotes the seven-headed (and ten-horned) first beast in that chapter. While some have tried to state that the number is actually 616 and not 666:

the earliest extant Greek manuscripts of Revelation visually represented the number 666 either in longhand number- words (hexakosioi hexēkonta hex), or in alphabetic shorthand (χξϛ). (Winkl RE. Yes, the number is 666. A number of imperfect humankind.

That said, please understand that the leader of the ten-horned Beast of Revelation 13:1-10 (see Europa, the Beast, and the Book of Revelation) and the one called 666 in Revelation 13:10 is also the one who is the final King of the North. He is also called the ‘man of sin’ in 2 Thessalonians 2 (see also Who is the Man of Sin of 2 Thessalonians 2?).
