While the US is rocked by anti-racism protests, a situation exists in Jerusalem that is even more racist than the US before the civil rights movement. The water fountains on the Temple Mount were reserved for the exclusive use of Muslims while Jews were not permitted to drink at all. …Following Israel’s capture of the Temple Mount in the 1967 Six-Day War, the Israeli government handed day-to-day control of the area to the Muslim Waqf religious authorities, overseen by the Jordanian government. Israel retains security control of the area. The conditions established at the time gave the exclusive right to pray at the site to the Muslims.. Jews were prohibited from bringing any religious items or books onto the Temple Mount.
In addition to prayer, Jews were prohibited from drinking at the site and, as a result, prohibited from using the water fountain in the Temple Mount Compound. …
Michael Miller, a tour guide at the site and an activist of the “Students for the Temple Mount” movement, was detained by police on Monday after videoing a young Jewish man drinking from the fountain. …
“Even up to one year ago, Jews were not even permitted to touch the faucets and the police physically prevented Jews from approaching the fountain,” Miller said. “Jews who attempted to do so were arrested and detained.”
“There was a concern that this would provoke Muslim violence. Christians were allowed to drink from the fountain because there was also a concern because before a Jew drinks water, he has to say a blessing, thanking God, and this was strictly forbidden. This was too much like prayer, which the Muslims find offensive. Even mumbling, moving your lips, closing your eyes, or holding your hands in a prayer-like manner would get a Jew arrested and ejected, sometimes even banned.” … Due to our stubbornness and making noise surrounding the “forbidden” water faucets on the Temple Mount, IT’S NOW PERMITTED TO DRINK FROM THEM 100%! Little by little we are gaining sovereignty. … ” …
Rabbi Mordechai Makover, the former director of the Temple Institute and head of the Mikdash (Temple) Educational Center, sees the recent developments as a mixed blessing.
“It is undeniable that recently we have seen many positive and necessary developments on the Temple Mount,” Rabbi Makover said. “In order to perform the Temple service, Jews must eat and drink on the Temple Mount. The late Dr. Ernest Martin, once part of the old WCG, wrote the following:
Two centuries before the time of Herod, Aristeas saw the spring water flowing through the temple, flushing out the blood from sacrifices. When Yadin was editing the Qumran Temple Scroll, he quoted the text that gives directions for establishing a place where priests could change their garments, bathe and change into priestly garments before participating in the temple services. This place for bathing required flowing water with a canal to direct the bath water away into a drain that escaped into the ground (1QT 32.11–15). The mixture of blood and water was forbidden to be touched before it vanished into the drain, because it would have been defiled with blood (1 QT 31.14–15). Rabbis said it would flow into the brook Kidron (mMid 3.2). The canal which drained the bath water away may also have been the same canal that washed away the blood from the sacrifices.

Yes, the Jews need water for the animal sacrifice service.
Perhaps we have seen a step in that direction.

The Reconstituted Sanhedrin performed a ceremony on December 10, 2018 to dedicate a new altar for the use of daily sacrifices. High Priest Rabbi Baruch Kahane officiated. How does this align with Bible prophecy? Daniel wrote three times that the daily sacrifices must stop, hence they first must resume. The Great Tribulation will begin shortly after these sacrifices stop. In this video Dr. Thiel, who has also been to Israel and spoken with The Temple Institute quotes several scriptures and explains why the actions by the Sanhedrin align with prophecy and the end times.

Years ago, the Temple Institute announced a school to train priests to perform animal sacrifices. It is now training them (see BIN: Jerusalem School Trains Priests to Perform Temple Rituals in Anticipation of 3rd Temple).
Perhaps I should mention that when I visited the Temple Institute in October 2013, one employee I spoke to there essentially admitted that they did not need a temple to perform daily sacrifices–they just want government permission.
–and that is consistent with scripture and published statements from the Temple Institute.
Consider that after the first Jerusalem temple was built and left in ruins, the Bible itself specifically shows that sacrifices were made in the time of Ezra BEFORE the second temple was ready:
6 From the first day of the seventh month began they to offer burnt offerings unto the LORD. But the foundation of the temple of the LORD was not yet laid. (Ezra 3:6)
One may argue that since it takes the participation of Jewish religious leaders in order for Jewish animal sacrifices to be resumed, that the above scripture is a moot point.
And it might be if there were no Jewish religious leaders that thought that they could not sacrifice without a temple. But they will.
In addition to the Temple Institute’s willingness, I requested formal clarification of the position of Jewish leaders through the ‘reconstituted Sanhedrin.’ The response received was:

He who slaughters a Sacrifice in this period [when we have no Temple], and offered the sacrifice outside the Azara [the alloted area of the Temple] – is culpable, because the offering must be performed in the Azara, SINCE IT IS PERMITTED TO PERFORM SACRIFICES despite having no Temple, since the sanctity of the Temple is eternal.
Paragraph 18:
He who slaughters the sacrifice of a gentile outside the Azara is culpable, as is one who performs the offering. NON JEWS are permitted to offer burnt-offerings anywhere, on an alkter which they built. Jews may not help them in the performance of this sacrifice, since Jews may not offer sacrifices outside the Azara. But we may instruct them and teach them how to perform sacrificesto the ASlmighty God, Blessed be He.
Additionally, it is worth noting that on 5766, Rabbi Benyamin Fuss published a 445 page book on Sacrifices of non-jews, of which the text proper is of 372 pages [the rest are indices, etc.] called Torat Habamah: Regarding sacrifices on an Altar outside the Temple. (Email from the Sanhedrin webmaster Abrahamson to Bob Thiel September 17, 2008).
Rabbi Yeshayahu Hollander was the English language spokesman for the nascent Sanhedrin.
The webmaster of the Sanhedrin added the following in a subsequent email:
This quote comes from Maimonides’ (Rambam) work the Mishneh Torah.
The nascent Sanhedrin sees itself as the continuation of rabbinic jurisprudence, and must take into account all halachic works written to date, and proceed from there. (Email from the Sanhedrin webmaster Abrahamson to Bob Thiel September 17, 2008).
Thus, it appears to be a longstanding position of some Jewish scholars that Jewish sacrifices can be started on an altar and, as long as it is in the area of the old temple, that a physical temple is not first required.
This is consistent with Ezra’s previously quoted practice.
The coming resumption of animal sacrifices is something that the Temple Institute may well be involved in–and as stated they mainly only need permission from Israeli authorities to do so. One person there reported to one of our sons in September 2013 that this could be done within hours of getting permission. The Temple Institute already considers that it is ready, once the government gives it approval.
And getting that permission is not impossible.
Though it may well take a war, peace deal, and/or political gridlock for that to happen. It does NOT require a massive ‘third temple’ for these sacrifices to be resumed.
But the resumption of animal sacrifices will come to pass.
Notice some supportive scriptural prophecies:
27 And he shall confirm the covenant with many for one week: and in the midst of the week he shall cause the sacrifice and the oblation to cease, and for the overspreading of abominations he shall make it desolate, even until the consummation, and that determined shall be poured upon the desolate. (Daniel 9:27)
31 And arms shall stand on his part, and they shall pollute the sanctuary of strength, and shall take away the daily sacrifice, and they shall place the abomination that maketh desolate. (Daniel 11:31)
11 And from the time that the daily sacrifice is taken away, and the abomination of desolation is set up, there shall be one thousand two hundred and ninety days. (Daniel 12:11)
For those sacrifices to be stopped, they must be started. And yes, some members of a ‘trained Levitical priesthood’ would be expected to be involved. Although there are already some of them with training to do this now, perhaps more training could be considered as helpful.
When will the sacrifices be resumed?
They will be started PRIOR to the start of the Great Tribulation as they are stopped just prior to the Great Tribulation–which in the sequence in Daniel 11, starts in verse 39 (see also When Will the Great Tribulation Begin?), which is, of course, after the sacrifices are stopped in Daniel 11:31.
Well, getting some water use permission is a small, but apparently additional, step towards the time of starting the animal sacrifices.
