World powers, including the USA, are promoting a UN backed plan for Libya:

ROME—World powers have wrapped up a meeting with representatives of Libya’s two rival factions with an affirmation of support for a U.N.-backed plan that would establish a unity government.

The representatives of 17 countries and four world bodies held talks with Libyan officials in Rome on Sunday, in a meeting chaired by Secretary of State John Kerry and his Italian counterpart, Paolo Gentiloni.

It took place as Libya’s two rival governments prepare to sign the unity agreement in Morocco on Wednesday. …

Kerry said a communiqué signed by world powers in Rome called for all parties to accept an immediate and comprehensive cease-fire, once the agreement is signed.

Kobler said in addition to the rival governments, the deal would also be signed by Libyan political party leaders and other officials. It is important to have “critical mass” because this agreement needs legitimacy, he said.

The majority of Libyans are “sick and tired” of conflict, the inability to provide governance and the growing presence of Daesh (Islamic State), said a senior State Department official. …

Growing concern about IS in Libya

The move to lend support to Libya to help it repair its frayed government comes at a time when there is growing international concern about Islamic State’s presence in the country.

A November report by a U.N. monitoring group said the terrorist organization had 2,000 to 3,000 fighters in Libya, about half of them in the coastal city of Sirte, which has been under Islamic State control.

“The ISIL central command in Iraq and the Syrian Arab Republic views Libya as the best “opportunity to expand its so-called caliphate,” the report said.

Libya’s Islamic State woes have also been troublesome for its neighbors.

The Islamic State group has claimed responsibility for several attacks in Tunisia, including a June attack in the resort city of Sousse that left 38 people dead. Tunisian authorities said the gunman trained at a militant camp in Libya. …

“It is clear that Libya needs to have one government that is capable of getting trained and equipped in order to be able to take on Daesh more effectively,” said the senior U.S. State Department official.

The official added that world powers expected Libya to seek additional international help, once the U.N.-backed agreement is in place.

UN plan could end years of uncertainty

Libya’s instability heightened following the 2011 ouster, and later killing, of former leader Moammar Gadhafi.

The USA was the main military force that got Moammar Gadhafi ousted and killed. Plus took steps that led to the formation of the Islamic State.

Now it is behind another plan for Libya.

So what will happen to Libya?

The Bible teaches that those in the region called ‘Libya’ will become part of a regional confederation. Though opposition to that idea exists in and out of Libya, various ones in the West and the Arab world are promoting it.

There is war and destruction prophesied for those associated with ‘Libya’ in the Bible. There are various references to that word in the Bible. However, many of the translations are questionable as sometimes a word for an old area of Persia (Phut) is translated as Libya.

Basically Strong’s (from Strong’s Exhaustive Concordance) words 3864, 3865, & 3866 means people from the interior of Africa and seem to include the areas west of Egypt.

Here are three prophetic passages that refer to it with Strong’s words 3864, 3865 & 3866, respectively:

40 “At the time of the end the king of the South shall attack him; and the king of the North shall come against him like a whirlwind, with chariots, horsemen, and with many ships; and he shall enter the countries, overwhelm them, and pass through. 41 He shall also enter the Glorious Land, and many countries shall be overthrown; but these shall escape from his hand: Edom, Moab, and the prominent people of Ammon. 42 He shall stretch out his hand against the countries, and the land of Egypt shall not escape. 43 He shall have power over the treasures of gold and silver, and over all the precious things of Egypt; also the Libyans and Ethiopians shall follow at his heels. (Daniel 11:40-43)

2 “Son of man, prophesy and say, ‘Thus says the Lord God:
“Wail, ‘Woe to the day!’ 3 For the day is near, Even the day of the Lord is near;It will be a day of clouds, the time of the Gentiles. 4 The sword shall come upon Egypt, And great anguish shall be in Ethiopia, When the slain fall in Egypt, And they take away her wealth, And her foundations are broken down.
5 “Ethiopia, Libya, Lydia, all the mingled people, Chub, and the men of the lands who are allied, shall fall with them by the sword.”
6 ‘Thus says the Lord:
“Those who uphold Egypt shall fall, And the pride of her power shall come down. From Migdol to Syene Those within her shall fall by the sword,” Says the Lord God.
7 “They shall be desolate in the midst of the desolate countries, And her cities shall be in the midst of the cities that are laid waste. 8 Then they will know that I am the Lord, When I have set a fire in Egypt And all her helpers are destroyed. 9 On that day messengers shall go forth from Me in ships To make the careless Ethiopians afraid,And great anguish shall come upon them, As on the day of Egypt; For indeed it is coming!” (Ezekiel 30:2-9)

I will destroy the city and its inhabitants.’

The Ethiopians and the Libyans who handle the shield,
And the Lydians who handle and bend the bow.
10 For this is the day of the Lord God of hosts,
A day of vengeance,
That He may avenge Himself on His adversaries.
The sword shall devour;
It shall be satiated and made drunk with their blood;
For the Lord God of hosts has a sacrifice
In the north country by the River Euphrates. (Jeremiah 46:1,8-10)

In Ezekiel 30:5 and Jeremiah 46:9 it is the words translated as Lydia and Lydians, not those translated as Libya and Libyans, that appear to be referring to the people in the area of modern Libya.

Both Daniel 11 and Ezekiel 30 tell of a confederation of Arabic and other peoples. Both seem to specifically refer to the peoples in or near Libya, probably including neighboring lands such as Algeria and Tunisia.

The Bible shows that the ‘fate’ of those in the area referred to as Libya includes becoming part of a regional confederation involving Egypt led by one the Bible refers to as the King of the South. The Bible also makes it clear that this confederation will NOT end well and that this will not turn out well for those involved, including Libya.

That being said, the time will come when the Libyans will truly be offered salvation and nearly all will accept it (see Libya, Algeria, Morocco, and Tunisia in Prophecy and Universal Offer of Salvation: There Are Hundreds of Verses in the Bible Supporting the Doctrine of True Apocatastasis). Until then, the ‘fate’ of the nation of Libya does not look good, though there will be temporary situations (e.g. Daniel 9:27) that will likely stabilize it for a time.

The solution that various leaders have proposed to the problems of Islamic terrorist groups at this time is some type of international cooperation along with a regional coalition. The Bible shows that the areas that are currently Sunni-majority states in the Middle East and North Africa will compose the final King of the South, and that is something that Barack Obama is seemingly advocating.

Back in 2009, I warned:

…the Bible predicts that at the appointed time, a King of the North and a King of the South with rise. Various statements that Barack Obama has made suggest that he will implement policies that will likely help lead to the multi-national formations that will ultimately have these kings. (Thiel B. 2012 and the Rise of the Secret Sect. 2009)

Barack Obama and his Administration is and has been doing that.

The final King of the South will form. And yes, Libya will be part of it. Whether or not the Obama Administration realizes how its plans for Libya will actually turn out.
